I see you,ve fallen into that old Dr. Who university association scarf trap. The Dr. is wearing the scarf of a famous university “The Ancient & Honourable Time Lords Scholastic Centre of Excellence” (previously known as “The Slough Polytechnic”).
The wearing of said neck attire in the Drs. case is purely for camouflage reasons, so that he may blend in with the rest of society.
